It looks like they're saying they want to get involved with Muslims, but being Muslim (or any religious follower for that matter) has little to nothing to do with scientific ability of an individual or country, I would say. The term 'Muslim-majority nations' must then be the catch-all phrase for the countries they're aiming at? Otherwise it makes little sense. Actually, it still doesn't make much sense. This could be something harmless, but then again, it could be something disastrous...Let's see what'll come out of it. PS: Prime Directive?
